Hartwig became a diplomat in 1875, was a candidate in 1906 for the post of Russian Foreign Minister but was beaten by his rival Alexander Izvolsky. After serving as Ambassador to Persia (1906–08), he was appointed Ambassador to Serbia in 1909; as a Pan-Slavist with strong pro-Serbian and anti-Austrian feelings, he was involved in agreements made between Serbia, Bulgaria, Greece, and Montenegro, and encouraged Serbia to stand up to Austria.
