He was ambassador to Serbia 1887–95, then to Greece 1895–1903; then successively Finance Minister 1903–12, minister in the Hungarian government with responsibilities for Austria 1913–15, Foreign Minister, 1915–16, Finance Minister again 1916–18, and Foreign Minister again (replacing Czernin) in 1918.
