Wenn d asieses nicht eine Niederlage ist, so fehlt dem Wort u. dem Begriff jeglicher Inhalt überhaupt. Endlich aber behält der deutsche Reichskanzler auch damit Recht, daß er dem Siege zu Lande einen höheren Wert als einem zu Wasser beimißt. B. in Amerika statt eines Schurken ein auch nur halbwegs ehrenwerter Mann im Namen der Neutralität des Völkerrechtes die juridische Freiheit der Meere auch wirklich schützen würde wollte. – Lie-Liechen macht die treffende Bemerkung, daß, wenn als Herrschaft von Seite d erie Engländer schon nur eine durch Mißbrauch des Völkerrechtes geschaffene Lage bezeichne tn wird, man mit demselben Rechte sagen könnte, Deutschland beherrsche die Luft, insbesondere über der englischen Insel u. habe außer dem Besitze von eroberte nr Ländern nun auch den unbestrittenen Besitz aller Lüfte! – Was würden dazu die bornierten amerikanischen Journalisten u. Staatsmänner sagen? —

Der amerikanische Botschafter in Berlin, Herr Gerard, meinte, eine verhängnisvolle Rolle beim Notenaustausch habe der Mangel einer zuverlässigen u. schnellen Berichterstattung gespielt. ⁶ Dieser Herr scheint sämtliche Schulen Nordamerikas u. They say that the map to which the German chancellor is referring is an even greater map, on which England's still greater successes can be seen, thus {264} the millions of German colonial square kilometers and above all the seas of the world! ⁴ On the other hand, so much can be said at first glance, even in consideration only of surface areas, that England is waging war not on its own but in league with France, Russia, Italy, etc.; and so the fact that England's allies have forfeited an enormous amount of land on the continent is such a great factor that one cannot under any circumstances, speak of an English victory without also saying that the French, Russians and Italians etc. were also victorious. (With the Quadruple Entente, the characteristic sign of victory is just this: that not only Germany but also Austria, Turkey, and Bulgaria – all allies as individuals – have gotten things straight!) But if one wishes to uncover the truth entirely, then one must reply that there has hardly been a greater defeat, a greater military and material outrage, in history than that which the Entente suffered, after many, many years of encirclement and sedition – moreover in alliance with all the parts of the world, even in alliance with neutral countries that were almost more active than those officially engaged in war – so that of its openly proclaimed war aims, for instance, the annihilation of militarism, the division of Germany, the disintegration of Austria, the creation of a Greater Serbia, the establishment of Italy on the Adriatic Sea, the handover of Constantinople and the straits ⁵ to Russia, the political and military preponderance on the Balkan peninsula – not a single one could be achieved, but that the line of these goals would be thrown so far back that they would have centuries-long effort to reach the previously existing state of affairs, if they could ever reach that at all. If that is not a defeat, then the word and concept is complete devoid of all content. In the end, however, the German chancellor is right in placing a higher value on land victory than one achieved on water. This comes about simply as a result of all dominion in the African colonies, {265} all dominion over the seas sinking worthlessly if the Germans succeed in marching into Paris or Rome. For so long as people are compelled to establish their homes on firm ground, and not on the waves of the ocean, then even all effects of a defeat that can no longer be palliated will have include their destruction in their own dwellings.

Not every apparent dominion is a true dominion! And the mark of death on England's forehead is verily this: that dominion over the sea becomes of secondary importance at the moment in which a war of life and death is fought on the battlefields of the mainland.
