From 1890 until 1918, von Payer was a member of parliament for the constituency of Tübingen-Reutlingen. He wanted to push through a democratization of the Reich's constitution and the Prussian constitution, thereby achieving peace with the Western powers. Especially after the resignation of Bethmann-Hollweg on July 10, 1917, von Payer was emphatically opposed in his new office of Vice-Chancellor by the top command of the army.
