Darnach wollen die Böhmen endlich begriffen haben, daß sie in ihrer bisherigen Politik falsche u. unerlaubte Ziele verfolgt haben u. versprechen, das Staatsinteresse schon im eigenen {5} Interesse der böhmischen Nation fortan hochhalten zu wollen. Der Verfasser des Aufsatzes hält nennt denjenigen einen „Narren oder Verbrecher", der dies alles nicht begreifen wollte, kurz er desavouirt die bisherige Politik der Böhmen, sagt aber mit keinem Wort, daß er dadurch a posteriori vor allem den Deutschen Recht gibt, die eben d eniesen Standpunkt ja schon längst den Böhmen empfohlen haben. Ja, er geht so weit zu behaupten, die Böhmen hätten sich seit jeher in Treue zum Staat u. Kaiserreich ausgezeichnet, was selbstverständlich einen so krassen Widerspruch zu der propagierten „Neuorientierung“ ausmacht, daß man füglich eben wegen des Widerspruchs an der Aufrichtigkeit der Gesinnung zweifeln darf. – Wer es fertig bringt, die frühere Politik als eine von „Narren u. Verbrechern“ zu bezeichn ent, wer für eine gesunde kommende Politik das Wort „Neuorientierung“ prägt u. wer gleichwohl aber jener von Politik auch Vaterlandsliebe zuspricht, wo er soeben von Narren u. Es ist nur ein Zeichen nationaler Melancholie, den tieferstehenden fremden Nationen zuliebe sich selbst immer wieder auf zu prüfen u. zu forschen, mit welchen Eigenschaften denn der Deutsche jenen am besten zu Gesichte stehen könnte. Es ist Zeit, daß der Deutsche aufhört sich darum zu bekümmern u. fordere, daß vor allem die anderen Nationen endlich ihm zu gefallen sich bestreben mögen, umso mehr, als sie wirklich noch rückständig sind.

Was die Weltherrschaft anlangt, die Bartsch prophezeit, so besteht freilich kein Zweifel, daß sie auf dem besten Wege ist. Nur möchte ich erinnern, daß es eine Weltherrschaft eher für Stahl, Pomade, Kohle, Früchte u. s. w., als für Gedanken gibt. Und da liegt zugleich die Gefahr einer jeglichen Weltherrschaft: Immer gelingt es der einen Nation die Waren der anderen zu verdrängen, so daß sie wechselnd die Herrschaft auf dem Welt- {6} markt an sich reißen. Niemals aber erreicht die Herrschaft einer Ware die an Dauer der Herrschaft eines Gedankens, u. von vornherein mag man daher einen den Tag kommen sehen, an dem zwar deutsche Waren, nicht aber auch z. B. Kant, Beethoven oder Brahms unterliegen. Es gibt kein Mittel die Weltherrschaft einer Nation für alle Zukunft zu sichern, so lange Weltherrschaft nur der Ausdruck einer wirtschaftlichen Herrschaft bedeutet. Im geistigen Sinne freilich ist Deutschlands Weltherrschaft ohnehin für alle Zeiten gesichert. —

— The Neues Wiener Tagblatt prints the article "Reorientation of Bohemian Politics" ² (see my collection [of clippings]). According to it, the Bohemians ought to have finally understood that they have pursued false and unpermitted goals in their previous politics and should promise to preserve the interest of the state even in the interests of their own, {5} Bohemian nation. The author of the article calls anyone who refuses to understand all this a "fool, or a criminal"; in short, he repudiates the previous politics of the Bohemians, but does not utter a single word to the effect that the Germans have all along been right in recommending this very standpoint to the Bohemians. Indeed, he goes so far as to claim that the Bohemians had always distinguished themselves in their faith to the state and the imperial realm, something that of course amounts to such a crude contradiction to the "reorientation" that has been propagated that one can be justified in doubting, precisely on account of the contradiction, the sincerity of the author's sentiments. Anyone who indicated the earlier politics as that of "fools and criminals," and uses the word "reorientation" for a sound future politics, but nonetheless confers that politics [of faith] and love of the fatherland upon those whom he has just called fools and criminals deserves no credence. —

Neues Wiener Tagblatt : "The German People" by Bartsch ³ (see collection [of clippings]). The author is wrong to criticize certain categories of East Prussia for bad manners. It is only a sign of national melancholy always to test oneself, for the sake of a foreign nation of lower standing, and to discover with which qualities the German could best face it. It is time for the Germans to stop being concerned about this and to demand above all that the other nations finally might make an effort to please them – all the more, given that they are truly behind the times.

As far as concerns Bartsch's prophesies about world dominion, there is of course no doubt that it is on the best track. I would just like to remember that it is more a world dominion for steel, pomade, coal, fruit, and so on, than for ideas. And there, at the same time, lies the danger of any world dominion: one nation always succeeds in suppressing the products of another, so that they take turns in gaining domination the world market. {6} But never does the domination of a project reach the length of time of the domination of an idea; and from the outset one awaits the day on which German wares – not, however, even those of a Kant, a Beethoven, or a Brahms – succumb. There is no means of securing the world domination of a nation for all future time so long as world domination merely signifies the expression of commercial domination. In the intellectual sense, of course, Germany's world domination is in any event secured for all time. —
